On 24 July 2023, the government launched the Community Organisations Cost of Living Fund (CCLF), which was delivered by The National Lottery Community Fund (TNLCF).

The 76 million package of funding aimed to maintain and expand support for people and communities under severe pressure because of the increased cost of living, by distributing grants to critical frontline services seeing increased demand and increased delivery costs.

Grant awards were decided through a competitive process, following applications from eligible organisations.

CCLF was open for applications from the launch on 24 July 2023 until 18 October 2023.

Eligibility

To be eligible for this funding organisations had to:

  • offer critical services to low income households and individuals around at least one of the following: food and emergency supplies, emergency shelter, safe spaces, warmth and financial or housing advice
  • be able to demonstrate increased demand and increased costs for those critical services
  • be registered with the Charity Commission or an incorporated not-for-profit company
  • provide services to a local community in England - with a focus on small and medium organisations, although national organisations could apply where they could demonstrate local impact

Eligible organisations were able to apply for grants of 10,000 to 75,000.

Funding was available for the costs of delivering services between the funds launch on 24 July 2023 and 31 March 2024, including continuing existing provision, expanding the capacity of services to meet demand or adapting services to respond to new needs in local communities.

There are 1500 organisations listed, which covers all awards made at panels up to and including 18 January 2024 (including the first tranche of awards published in December 2023). Three awards did not proceed to project delivery, so these are not listed in the spreadsheet. The award values show the original amount awarded at panel, which was subject to change as grant agreements were finalised.
