These directions give the NHS Trust Development Authority the power from 1 June 2012 to set themselves up, recruit staff, design processes and issue guidance in preparation for carrying out their functions of overseeing NHS trusts and supporting them to become foundation trusts, and taking over appointments from the Appointments Commission from 1 October 2012.
