John Collins
John Collins was educated at St. Benedicts School Ealing and the Royal Military Academy Sandhurst. Commissioned into the Royal Engineers in 1968, he attended the Royal Military College of Science and the Staff College Camberley; and also qualified as a military surveyor. After serving in the Defence Secretariat in the Ministry of Defence in 1982, advising Ministers on the future size and shape of the Army, he commanded 19 Topographic Squadron, Royal Engineers. He was appointed an Officer of the House of Commons in September 1986 serving successively as a Serjeant at Arms, Deputy Deliverer of the Vote (1993) and finally Deliverer of the Vote (2000) until his retirement at the end of 2008. He was appointed CBE in the Queens Birthday Honours List 2009 for services to Parliament. He is married with two grown up children. He has been a member of the Advisory Council on National Records and Archives since January 2010.
John Millen
John Millen read history at Cambridge University, graduating in 1975, after which he spent a number of years engaged in historical research and teaching. Thereafter he pursued a career in the Ministry of Defence, where he held a range of senior appointments. These were mainly concerned with defence policy and planning, international defence cooperation, and defence equipment acquisition.
After retiring from the Civil Service he was appointed to the Advisory Council on National Records and Archives, on which he has served since January 2010. In 2015-16 he also served with officials from The National Archives and government departments on a working group, reporting to the Council, on the administrative implications of The National Archives increasingly receiving records held only in digital form.
