UK-India Statement of Intent on Partnership for Cooperation in Third Countries

The Government of India, represented by the Ministry of External Affairs (MEA), and the Government of the United Kingdom of Great Britain and Northern Ireland, represented by the Department for International Development (DFID), hereinafter the participants, hereby issue this statement of intent in their pursuit of trilateral cooperation with developing countries.

Scope and Purpose

The purpose of the Statement is to provide a framework for joint co-operation between India and the United Kingdom to assist developing countries to address challenges they face in a range of sectors to be determined.

Cooperative activities

Recognising that building a stronger, wider and deeper relationship across the range of India-UK interests, based on shared culture, values and strategic interests is a significant contributor to regional and global prosperity, Government of India and the Government of the United Kingdom intend to work together to assist developing countries to enhance their capacity to address their development challenges.

Roles and Responsibilities

The MEA and DFID intend to work together to identify and mutually support activities under this Statement, coordinating closely with third country participants, in a wholly demand-driven manner.

The scope and modalities of funding for specific capacity building programmmes will be mutually agreed upon by the MEA and DFID separately.

General Provisions

This Statement does not obligate funds, or provide or give rise to legal obligations, commitments, or rights under domestic or international law from one government to the other or third parties. The efforts anticipated by this Statement are subject to the availability of staff, resources, funds, and other relevant agreements. Nothing in this Statement is intended to supersede or interfere in any way with any agreements or contracts entered into by the participants, either prior to or subsequent to the signing of this Statement.

This Statement may be modified in writing by concurrence of the MEA and DFID. Either participant may end its participation in this Statement by notifying the other in writing and should endeavor to provide at least thirty (30) days notice.

This Statement becomes operative upon signature and will remain in operation until 12 November 2020 unless ended earlier, as provided above. This Statement may be extended further by the mutual written consent of the participants.
