Mayors will be provided with a power to direct their local authorities to take forward measures on the Key Route Network (KRN). Local authorities will remain the highway authority for both KRN roads and local roads. This will allow continued collaboration between mayoral combined authorities and local authorities, while providing mayors with powers to progress schemes on the KRN.

Consultation description
Potential proposals, seeking public viewpoint, to give mayors and their combined authorities greater decision-making powers and accountability with regards to the Key Route Network (KRN).
The proposals include:
- providing mayors with additional highway management powers
- providing mayors with sole or concurrent highway powers over the KRN
- giving mayoral combined authorities the ability to delegate highway powers to local authorities
- providing mayors with the power to direct a local authority to deliver schemes on the Local Transport Plan
- giving mayors or constituent local authorities the ability to request responsibility for a route by order of the Transport Secretary
