This consultation sets out proposals for implementing the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) in the UK. It seeks views on draft secondary legislation that covers offsetting requirements, following the implementation of CORSIAs monitoring, reporting and verification rules in UK law.

It also seeks views on options for how CORSIA and the UK emissions trading scheme (ETS) should apply to those flights in scope of both schemes flights that depart the UK and arrive in the European Economic Area or Switzerland. This section of the consultation is delivered by the UK ETS Authority, made up of the:

  • UK government
  • Scottish Government
  • Welsh Government
  • Department of Agriculture, Environment and Rural Affairs in Northern Ireland

CORSIA will primarily affect airlines that operate international flights.

The consultation is accompanied by an impact assessment that sets out an analysis of the impacts of implementing CORSIA and options for interaction with the UK ETS.
