This review of relevant literature regarding local authority (LA) capacity and capability for planning and providing local transport aimed to answer the following questions:

what are the capacity and capability needs of LAs?
what barriers do LAs face in addressing these needs?
how can LAs be best supported to improve their capacity and capability?

The review drew upon 30 documents featuring evidence from multiple modes of transport and differing LA characteristics.
