Guidance: Low risk waste positions: furniture and household items

If the Environment Agency provides a LRWP for an activity, you can carry it out without an environmental permit for a waste operation provided that you meet all the conditions.

The Environment Agency will review the LRWPs. They may decide the activity is no longer suitable for a LRWP or that the conditions need changing. You must regularly check that the LRWP you are benefiting from is still in place.

The regulatory position statement Storing and treating uPVC plastic and rubber: RPS 312 replaced LRWP 86 on 23 September 2024.

Using shredded waste carpet in equestrian surfacing: RPS 248 replaced LRWP 43 in December 2020.

  1. Withdrawn LRWP 86 as it has been replaced by the regulatory position statement 'Storing and treating uPVC plastic and rubber: RPS 312'.

  2. Removed Using shredded waste carpet in equestrian surfaces: LRWP 43, as it was withdrawn in December 2020 and it stopped being used on 17 June 2021. Clarified that people should check if they can follow the regulatory position statement on using shredded waste carpet in equestrian surfacing (RPS 248) instead.

  3. Added a new low risk waste position - Treating uPVC plastic and rubber: LRWP 86.

  4. Added a link to 'Using shredded waste carpet in equestrian surfacing: RPS 248' which replaces LRWP 43.

  5. We have withdrawn 'Using shredded waste carpet in equestrian surfaces: LRWP 43'. However, you can continue using this low risk waste position until 17 June 2021.

  6. We have changed the List of Waste code that LRWP 41 applies to from 17 02 03 to 17 09 04.

  7. We've added a new low risk waste position - Manual treatment of waste windows and doors: LRWP 71.
