The Environment Agency set up the monitoring certification scheme (MCERTS) to provide guidance on the standards you must meet to monitor emissions that affect the environment.

This standard applies if you have a permit under the environmental permitting regulations and that permit says you must:

  • monitor liquid flow (for example, sewage or trade effluent)
  • collect and record the results of your monitoring

This standard specifies the minimum requirements for self-monitoring flow where operators have installed meters to conform to the Environment Agencys permit requirements.

Natural Resources Wales permits may also specify that flow monitoring systems are certified against this standard.

  1. New clauses (1.4 and 2.3.2) specify requirements for issuing certificate and to permit certificate withdrawal for non-payment. Requirement for inspector to confirm meter suitability added (3.1.5, 3.2.5, 3.4.1). Addition of a date to allow use of legacy meters installed before April 2010 (3.0 and 7.0). Some restructuring and reordering of sections to improve document flow and clarity, a few clauses rewritten for clarity.
