This information is for RMAs. You should have read flood and coastal erosion risk management projects and funding guidance so that you understand the steps you need to take when you develop an FCERM project.
To receive GIA funding for an approved FCERM project you need to:
- submit claim forms to get your allocated funds
- tell the Environment Agency about any financial changes to the project
- tell the Environment Agency when you plan to claim throughout the year
- notify the Environment Agency when your project is complete
You must already have:
- developed an FCERM project proposal
- submitted the project proposal and had it accepted
- appraised and prepared your project business case
- received technical and financial approval
Make a claim
Youll need your capital grant approval number to make a claim. The Environment Agency will send this to you when they approve your project.
Fill in the FCERM3 application for interim payment of grant form to make a claim. Send your completed form to the grant administration team - address at the bottom of this page.
Provide monthly project updates
You should provide monthly updates on your live projects using the Risk Management Authority Power Portal. This helps to track project progress and provide reports to Defra and HM Treasury.
Your local Environment Agency partnership and strategic overview PSO officer can arrange for access to the Power Portal.
Report financial changes
You must tell your FCERM area flood and coastal risk manager - via your local PSO officer if there are any financial changes to your project after the Environment Agency has approved funding. You should do this as soon as possible.
Youll need to complete the FCERM4 application for the allocation of contingency or a change in total project cost of approved schemes or studies form. You should then send it to your FCERM area flood and coastal risk manager - via your local PSO officer for approval.
Send the FCERM4 form, supported by an engineers report in proportion to the change, to the grant administration team (address at the bottom of this page) for approval if youre asking for:
- release of part or all the original contingency
- a small increase in cost to part of the work (less than 100,000)part of a project closure
The grant administration team will review any other changes. Theyll let you know if they need more information.
You should also check if your project will need further partnership contributions. You should make this clear when completing the form.
Tell the Environment Agency when you plan to claim
You need to let the Environment Agency know about your anticipated claims across the year.
Complete the FCERM6 proposed claim dates and anticipated value form. You should claim for work completed plus 3 months in advance within a financial year. Send it to your FCERM area flood and coastal risk manager - via your local PSO officer and to the grant administration team for reference - address at the bottom of this page.
Notify the Environment Agency when you finish your project
Fill in the project closure report form (FCERM 8) at the end of your project.
Send the report to your FCERM area flood and coastal risk manager - via your local PSO officer within 6 months of completing your project.
Fill in a final statement of account
You must fill in an FCERM5 final statement of account form within 2 years of the end of the project. Send it to the grant administration team - address at the bottom of this page. You do not need to send the form to the audit commission for auditing.
Get further compensation for land purchases
Complete an FCERM5A final statement of account for land purchase and compensation claims form if you need further compensation for land purchases. Email it to the grant administration team - address at the bottom of this page.
Accessing grant-in-aid forms
For RMAs developing FCERM capital projects, resources such as technical templates and forms are no longer available on GOV.UK. You can now access these by subscribing to Supporting Flood and Coast Projects community of practice.
