Human Rights and Democracy Programme

The Human Rights and Democracy Programme (HRDP) is the FCOs dedicated fund supporting human rights and democracy work overseas. The Programme aims to make a difference to peoples lives, helping to build the capacity of governments and civil society to promote and protect human rights.

Human rights, democracy and the rule of law are at the heart of the Governments foreign policy. The HRDP targets areas that are both important to us and where we consider we can make the greatest impact in delivering the FCOs overarching purpose to pursue an active and activist foreign policy, working with other countries and strengthening the rules-based international system in support of our values.

2015/16 Programme

We are pleased to announce the 2015/16 call for bids. The target thematic areas are:

  • abolition of the death penalty
  • business and human rights
  • strengthening democratic processes
  • freedom of expression
  • freedom of religion or belief
  • torture prevention
  • preventing sexual violence in conflict
  • promoting womens rights

Projects must have the support of the High Commission in Kuala Lumpur and must support our local human rights priorities. Please contact Ann Snow at ann.snow@fco.gov.uk to discuss your bid.

The deadline for submitting concept bids is close of business Tuesday 2 December 2014. Concept bids must be submitted using the Concept Bidding Form (MS Word Document, 41KB) to ann.snow@fco.gov.uk and include HRD Fund Project Proposal in the subject line. Please refer to the Programme Strategy (MS Word Document, 153KB) document and Bidding FAQ (MS Word Document, 125KB) for further information.

Concept bids should be no more than three pages in length. Bids will be assessed by the local Programme Board. Successful bidders will be invited to submit a full project proposal by the end of December 2014. Please refer to Bidding Guidance For Potential Implementers (MS Word Document, 229KB) for further information.

Please assume that your concept bid has been unsuccessful if you do not hear back from us by Tuesday 16 December 2014. Unfortunately due to the volume of bids we will be unable to provide feedback at this stage.

If your concept bid has received the green light from the High Commission for a full project proposal to be submitted, you are required to complete two documents - the ABB Template (MS Excel Spreadsheet, 23KB) and the proposal form that reflects the amount of money that you are bidding for - either Proposal form under 10k (MS Word Document, 37.8KB), Proposal form 10k-80k (MS Word Document, 46.6KB) or Proposal form over 80k (MS Word Document, 50.1KB). The deadline for submission of these forms is Monday 5 January 2015 and they should be sent to Ann Snow at ann.snow@fco.gov.uk

Full project proposals will be assessed by the local Programme Board and successful bids will be forwarded to the London Programme Board. It is our aim to inform all successful and unsuccessful applicants by Mid-March 2015, but this depends on full information from implementers being included in the bid.

Bidding Process Timetable

Thursday 6 November 2014 Call for bids and launch on British High Commission Kuala Lumpur website
Tuesday 2 December 2014 Deadline to submit concept bids to the British High Commission Kuala Lumpur
Tuesday 16 December 2014 British High Commission Kuala Lumpur will inform successful bidders who should begin preparation of full concept bids
Monday 5 January 2015 Submission of full project bids to British High Commission Kuala Lumpur who will then forward bids to London
Mid-March 2015 British High Commission Kuala Lumpur to inform all successful and unsuccessful applicants

Projects should begin from 01 April 2015 and must be completed by end 28 February 2016. We will fund projects up to a value of 200,000. Projects in excess of that amount may be considered exceptionally.
