The Report covers a broad range of political, economic and constitutional developments and an overview of UK/Hong Kong bilateral activity over the reporting period.
It also sets out the Governments position on the case of Lee Po.
In his foreword, the Foreign Secretary Philip Hammond writes that:
While we assess that during the reporting period, One Country, Two Systems has, in very many areas, continued to function well, there have been specific grounds for concern. These revolve principally around the rights and freedoms guaranteed by the Joint Declaration, including academic freedom and the freedom of the press.
