Buildingcontrol bodies must submit data to the Building Safety Regulator (BSR) to show they are meeting the operational standards rules.

BSR uses the data to check if the building control body is:

  • operating efficiently and effectively
  • appropriately targeting its resources
  • making sure dutyholderscomply with the Building Regulations 2010

You can read more about the data you must submit and how it is used by BSR in the operational standards rules monitoring arrangements.

Deadlines for submitting data

Quarterly returns

Quarters Deadline for return
1 April to 30 June 31 July
1 July to 30 September 31 October
1 October to 31 December 31 January
1 January to 31 March 31 April

Annual returns

Annual return period Deadline for return
1 April to 31 March 30 April the following financial year

For example, if the annual return period is 1 April 2024 to 31 March 2025 then the deadline for return is 30 April 2025.

Submitting your data to BSR

Download the spreadsheet you need and save it as an .xlsx file to your computer.

Enter your data into the spreadsheet, then save your changes.

Email the spreadsheet to bsr-bcb-returns@hse.gov.uk. Do not send your email with more than one spreadsheet attached, it will be rejected.

The email address that you use to submit should be previously validated by BSR. If BSR receives the spreadsheet from an unknown address, it will be rejected.

If you need to add, change or remove a validated email address, you should contact BSR.

After you have emailed the spreadsheet

BSR will send you an email to confirm they have received the spreadsheet. They will contact you if they need more information, or if the spreadsheet has been rejected because it:

  • is not in an Excel (.xlsx) format
  • contains data in the wrong format
  • contains empty cells where data is required
