Details

At Spring Budget 2023, the government announced the Trailblazer devolution deals for Greater Manchester and West Midlands Combined Authorities, including a commitment to implementa single funding settlement at the next Spending Review.

This Memorandum of Understanding outlines the next level of technical detail for the single settlements. This includes the scope of the single settlements, the functional responsibilities of the Mayoral Combined Authorities, and the role of central government. It also outlines the approach to flexibility within the settlement, the process for setting the amount of funding the Mayoral Combined Authorities will receive, and the accountability and outcomes frameworks.
