The Seabird Monitoring Programme (SMP) has collected data on Britain and Irelands breeding seabirds since 1986. It was previously coordinated and led by the JNCC but, in 2022, BTO took over coordination, data collation, and analysis under a new partnership with JNCC and RSPB.

SMP data are used to produce the abundance and productivity trends included in this report, feed directly into several biodiversity indicators, including the UK Biodiversity Indicator on Birds of the wider countryside and at sea, and are used in many publications, including Birds of Conservation Concern. In addition, they help the UK meet its international obligations, for example, under the African-Eurasian Waterbird Agreement (AEWA).
