Joint Doctrine Publication (JDP) 02, UK Operations: the Defence Contribution to Resilience(Fourth Edition) describes how Defence contributes to the nations resilience. It provides guidance and practical understanding on how Defence can support the civil authorities to deal with events such as natural hazards, major incidents or malicious attacks in the UK and the Crown Dependencies.
This publication incorporates the latest UK government policy on military aid to the civil authorities; has further detail on working with the devolved administrations; and includes changes to Defence capability and lessons learned since 2017.
JDP 02 informs a broad civil and military readership. It provides guidance to those in Defence responsible for the planning, force generation, and command and control of Defence assets tasked to provide support to the civil authorities.
The JDP also provides other government departments, devolved administrations, local authorities, partners and agencies with a broad understanding of the Defence contribution to resilience as part of a multi-agency approach to support the civil authorities.

The Reserves will be considered for deployment on all UK resilience operations where the training requirements are achievable, except for front line duties during industrial disputes. All Reservists being deployed on UK resilience operations which require force protection measures, such as counterterrorism and chemical, biological, radiological and nuclear (CBRN), must be mobilised from day one of being on task.
