The Northern Ireland Human Rights Commission (NIHRC) is the national human rights institution (NHRI) for Northern Ireland. It is a Non-Departmental Public Body (NDPB) sponsored by the UK Government Department, the Northern Ireland Office (NIO). The NIHRC was established under the Belfast (Good Friday) Agreement and its responsibilities are set out in Part 7 of the Northern Ireland Act 1998.
The NIHRC requested a review of its ability to fulfil its statutory functions, on the basis that they were concerned they could not do so. The NIO and the NIHRC therefore agreed in summer 2022 to conduct an external review of the NIHRCs delivery of statutory functions; efficiency; effectiveness; and value for money, with a specific focus on the organisations budget and whether or not it enables the NIHRC to discharge its statutory duties successfully.
