Open call for evidence: Review of train operators’ revenue protection policies

The Office of Rail and Road (ORR) is carrying out an independent review of train operators revenue protection practices.

In this call for evidence ORR would like to hear from people who, for whatever reason, boarded a train without a ticket, or with an invalid ticket, or were told by staff this was the case. You may have been required to:

  • buy a new ticket for your journey or pay an additional fare
  • pay a penalty fare, which included the cost of a new ticket
  • face prosecution by the train operator
  • face another action by the train operator
