New 'Appeal a planning decision' service streamlines and enhances the process

The service is now available, allowing anyone appealing a section 78 planning and householder decision in any local planning authority (LPA) area across England to do so with ease.

Enhancements to the appeal submission process

If you have been refused planning permission by your LPA, you have the right to appeal the decision. Our Appeal a planning decision page on GOV.UK provides an improved submission process that is both user-friendly and intuitive. The following improvements have been implemented:

  • simpler and more user-friendly appeal submission process
  • ability to save your appeal and resume later
  • tasklist outlining the necessary information needed for your appeal

We value your feedback as we continue to develop and refine the service. You can provide feedback by using the link at the top of the page or accessing the feedback form.

All new appeals for householder and full planning (section 78, excluding appeals for Listed Building Consent decisions) must now be submitted through the new Appeals Service. We will be closing the Appeals Casework Portal (ACP) to new appeals of this type in the coming months.

How to search and comment on appeals

Whether you submit your appeal through the new Appeals Service or the ACP, for now searching and commenting on appeals needs to be carried out via the ACP. Once built, this functionality will be available on the new Appeals Service.

Introducing improvements

Incremental uploads of documents

Based on user feedback, we have introduced the ability to upload documents incrementally. This feature allows users to add documents to their appeal submission later, if they are within the submission timetable.

LPA participation in appeals

At the moment, LPAs will continue to use the Appeals Casework Portal to submit questionnaires and statements. However, in the coming months, we will launch a new online dashboard exclusively for LPAs. The dashboard will provide a comprehensive overview of cases, highlighting necessary next steps as well as an improved process for questionnaire and statement submission.

Enhancements for agents and appellants

Coming soon, planning agents will also have access to a dedicated online dashboard. This feature will enable them to view their cases, and receive guidance on the next actions they need to take and submit final comments.

For agents and appellants, it is your responsibility to send the LPA copies of the appeal documentation. To help you do this the appeal form can be downloaded once the appeal has been submitted. See an example of the form.
