The Bill makes provision about: border security; immigration and asylum; sharing customs and trailer registration data; articles for use in serious crime; serious crime prevention orders; and fees paid in connection with the recognition, comparability or assessment of qualifications.

The RPC has opined on an options assessment of the components of the Bill that fall within the RPCs remit, rather than on the full IA published alongside the Bill on 30 January. The RPCs scrutiny has been limited to the small impacts on business of the proposed new offences to criminalise the possession, importing, making, adaptation, supply and offering to supply articles for use in serious crime criminalising the possession, importing, making, adaptation, supply, and offering to supply of articles for use in serious crime.

As originally submitted, the assessment was considered not fit for purpose. The department did not include a long list of options in the assessment or assess the impact of its Option 2. The department has now provided a proportionate assessment, in line with the small business impact expected from these components. The assessment now provides sufficient evidence of the problem under consideration, referencing wider government objectives to support the argument for intervention. The assessment includes two short-listed options but could utilise the Green Books options framework filter and critical success factors to help detail the generation of long-list options. The assessment uses a qualitative assessment to justify the preferred way forward, relative to other options.

The assessment scrutinised is fit for purpose; green-rated.
