The impact assessment (IA) for the proposals in the Energy Bill has been rated by the RPC as fit for purpose (green-rated). The Department has revised the IA, as first submitted for RPC scrutiny, to address sufficiently the concerns raised by the RPC in its initial review of it, but there remains room for further improvement.

The revised IA identifies a range of impacts across both the primary, and expected related secondary, legislation. Assessment of the direct impact on business arising from the primary legislation has been provided and is supported by appropriate evidence. The IA also provides an acceptable qualitative assessment, supported by indicative analysis, of the impacts that may arise from related secondary legislation. The Department has stated that further IAs will be produced, as appropriate, for such further, related legislation.
