Developed by Government People Group (GPG) working cross-functionally through the Functional Convergence Programme, to deliver consistent single Global Design artefacts for HR, Finance, Commercial and Grants Management.
All UK Government departments, and shared service models are formally required to converge on this Global Design for HR and is underpinned by the Government Functional Standard GovS 003: Human Resources (PDF, 364KB). The design may equally be used across the wider public sector.
The single Global Design product for HR, Finance, Commercial and Grants Management, is the NOVA: The Functional Reference Model.
NOVA is a leading practice design for corporate services, intended to be used as a design schematic for technology or system design, particularly, ERP (Enterprise Resource Planner) design. Its purpose is to introduce standardisation to the design of future government technology deployments, therein driving system/functional interoperability.
NOVA provides for HR, Finance, Commercial and Grants Management functions an integrated and comprehensive set of assets split into 5 categories:
- PROCESS: Functional Taxonomies, L1-L4/L5 Process Maps detailing roles, activities, and decision points and a common Business Glossary - providing core definitions and terms.
- DATA: Data Standards with core Data Attributes, categorised by Functional and Cross Functional.
- PERFORMANCE: Standardised catalogue of Key Performance Indicators (KPIs) & Process Performance Indicators (PPIs)
- LEADING PRACTICES: Leading Practices, Controls and Policies libraries aligned to each process area
- TECHNOLOGY: Technology & System Overlays for ERP vendors; Data Mapping technology overview; application architecture and data flow diagrams
