The government introduced an unprecedented package of measures in response to the COVID-19 pandemic in March 2020 to protect millions of jobs and incomes to help ease the financial burden for businesses and the UK population. The Self-Employment Income Support Scheme (SEISS) was introduced at pace to support self-employed individuals (including members of partnerships) whose business had been adversely affected by COVID-19.
The SEISS final evaluation builds on the interim evaluation published in October 2022. This evaluation assesses the impact and value for money of all 5 SEISS grants.
The SEISS final evaluation covers topics including error and fraud, the impact the SEISS scheme had on self-employed individuals and businesses, the economy and its overall value to society. Lessons learned from the scheme are also included.
The evaluation draws on evidence from a range of sources, including internal data, analysis and research.
