The Department of Health and Social Care introduced a new process for ministerial intervention in the reconfiguration of NHS services from 31 January 2024.

The ways of working document for the Independent Reconfiguration Panel (IRP) sets out:

the role and purpose of the IRP
how the IRP provides formal advice to ministers
informal advice available from the IRP for other parties
transitional arrangements for local authority referrals prior to 31 January 2024
