Single Source Regulations Office
Introduction
The SSRO publishes responses to commonly asked queries. Due to changes to the Defence Reform Act 2014 and the Single Source Contract Regulations 2014, which took effect from 1 April 2024, the SSRO has reviewed the responses it has previously published and made consequential changes to the following responses 1.1, 1.2, 1.7, 1.8, 1.9, 1.12, 1.13, 1.15, 2.2, 2.4, 2.5, 3.1, 3.4, 3.5, 3.6, 3.8, 4.1, 4.2, 4.7, 4.12, 5.2 and 6.1.
Following engagement with stakeholders, from 2023/24 the SSRO has re-introduced the regular publication of responses to common queries it receives. The queries set out in this publication are based on those which the SSRO has received through its helpdesk or other engagement with stakeholders. The SSRO intends to publish new or amended queries and responses each quarter in April, July, October and January but will keep the proposed frequency under review.
Disclaimer
The responses provided do not constitute a formal opinion or determination of the SSRO under the Defence Reform Act 2014 (Act) or the Single Source Contract Regulations 2014 (Regulations), and are not designed to replace a partys need to make a formal referral on specific areas under relevant sections of the Act and Regulations. The responses do not take priority over statutory guidance or other SSRO publications. The responses represent the SSROs position at the date of publication. However, it reserves the right to subsequently modify its position, including because it has considered new evidence, or in the event of a referral for an opinion or determination by an SSRO Referral Committee.
To the extent the responses seek to interpret provisions of the Act or Regulations, they should serve as a guide only. Parties should seek their own independent legal advice as required regarding the interpretation of the legislation, and its application to their business.
If you cannot find the answer to your specific question or would like any further information on any of the queries or responses included in this document, please contact the SSRO helpdesk by email at helpdesk@ssro.gov.uk or call 020 3771 4785.
The SSRO also welcomes feedback on how useful these responses are to its stakeholders. Feedback can also be provided to the SSRO via its helpdesk.
