Joint Statement on Libya

The Governments of France, Germany, Italy, Spain, the United Kingdom and the United States affirm their full support to the final text of a framework for a Government of National Accord and the Libyan leaders who will form this government, chosen by Libyan delegates after prolonged and difficult negotiations facilitated by Bernardino Leon and the UN mediation team, whose efforts have been carried out with dedication.

This outcome represents an important achievement in the joint effort to reach a representative and fair settlement to support Libyas successful transition towards a sovereign, peaceful and stable democracy, and to overcome years of conflict that have caused so much pain and suffering. The senior leaders of the Government of National Accord, listed in Annex 1 of the final framework text, will have the vital responsibility of overseeing this transition and providing Libyans with the stable, inclusive government their country needs. We call on all Libyans, representatives of the people, political parties, municipalities and civil society to support this historic settlement and enable the Government of National Accord to serve the country. There is no more time to waste. The Government of National Accord will serve as the legitimate entity in Libya to ensure the protection of civilians and to confront the growing threat of terrorist groups before they become more entrenched. No arms should enter Libya except at the request of the Government of National Accord in accordance with the terms of the political agreement and relevant UN Security Council resolutions.

We urge the House of Representatives and the General National Congress to immediately and conclusively approve the final framework text and the senior Government of National Accord leaders named in its Annex 1. Delays in forming a unity government will only prolong the suffering of the Libyan people and benefit terrorists seeking to take advantage of the chaos.

The international community will stand with the Government of National Accord as it undertakes the hard work of restoring peace and stability to Libya and will isolate those who fail to respect the Political Agreement.
